Folk are getting really technical and creative.
Open Word document.
Pick Shape. Insert square shape. Right mouse click, change line and fill to black.
Make a dozen copies of black square on page.
Copy and paste text of tale and book beginning to start on second page.
Select all black squares, set to Format picture to Tight and Send Behind Text, both with right mouse clicking on highlighted boxers.
Select text from first page of chapter 1 through to end, right mouse click change font color to gold.
Page by page insert squares and they'll fall behind text.
You will have to golden header name, titles and footer page numbers. Enlarge box.
Box reads as an image to say a service like Createspace.
Mark for it to bleed past page internal line and viable.
I did some wild headers , footers experimenting with colors and bleed offs.
But I'd think each page would be a color pic charge as each technically is. Maybe a dollar piece so a book could run $100 or more a piece ironically not because of the black which is neutral but because of the gold.

You could maybe do cover, chapter titles and text in white, simply reversing black and white, that might circumvent page by page charges.
