Ok, primer.
Culture is the mores, values and traditions of a group. There's a culture in Harlem, in Texas, in the Arctic Circle, in New Zealand.
Race is an illusory hegemonic fantasy/social construct created by two paid consultants in the 18th century to support discriminatory legislation. Linnaeus and Blumenbach wrote papers and articles designated and authenticating the concept of race. Blumenbach designated Caucasians as such, not because he faintly resembled one but because he went on a trip to the Caucus range in the Alps and thought the extremely pale folk there, I'm sure with erotic assistance, we're so fantastic that he nominated all non brown folk, excluding Asians as spontaneously derivatives of these wonderful pale and I'm sure sexually adept folk, as perfect specimens that all light melanated folk must've somehow, someway, been born from.
Ethnicity is the region, country, province one is from. It includes culturally specific things. Like language, terrain, homeland, etc.. Now say you're a Korean from Korea. Your culture and ethnicity are Korean because you are from, speak and there is a land recognized as Korean.
Ethnicity is easiest to identify from culture or race-fantasy by land and language.
I say all of this to answer the question with, if one were to move and shift language and identification they could change their perceived ethnicity. While you can change your citizenship, I don't think the question is proper in form to ask and get an answer, maybe it's been translated?
